TargetGov and the Government Buyers Guide are the creations of Marketing Outsource Associates, Inc., a woman-owned, full-service marketing company founded in 1997 by Gloria Berthold.
The company developed an online, live database directory, called the Government Buyers Directory (GBD), which became the pre-cursor of the Government Buyers Guide. The original focus was to help small, minority, disadvantaged and women-owned companies achieve success in business with government agencies.
